Growth Concept Oriented Development was established in City Plan 2040. It is the recognition and practice of creating diverse efficient, and well-connected communities that are affordable and rich in local employment, access to transportation, services, and culture- throughout Fayetteville (not just in Downtown or Uptown). 

Assuming the City should focus on one growth node at a time, how should the City approach setting the tone and making the appropriate investments to encourage activation of each center?
